Applies Credit Card Charges before shipping the Component

I need to add a main circuit breaker to a load center. The 60 Amp breaker size I need was not in stock, which is inconvenient but understandable. I ordered the breaker in July, and still have not received the breaker from Marshall Campbell yet, but my credit card has already been charged for the breaker. Not only is this illegal to do, it is unethical.
