Healthy plant on arrival, but no flowers this first year. Is that typical of clematis?

It’s beautiful but tiny. I didn’t realize it only grows a foot or so tall so I’m going to have to move it next season so I can actually see it. My day lilies pretty much over shadowed this plant.
