Not happy with the color

The bottle of nail polish that I received had no brush attached. I've used this brand before and liked it but this was a disappointment.

Still haven’t received my polish. Customer service won’t refund my money. It’s three weeks since I ordered. I was told they have to file a claim with the post office. Why do I have to wait? I’m not a happy customer.
