Does not work on my iPad in the Carol

I was disappointed not necessarily in the product itself. I bought it to use at the cottage, but the signal is low in the cottage. It would not pick up a signal steadily, with only 2 bars, and even if it said it was connected, I still could not access the internet with my laptop. It worked at the top of the driveway near the road, but who wants to sit up there with the mosquitoes and black flies? Would getting a booster help? If it picks up a wi-fi signal, does it still use data just by being connected to my laptop?

Have not been able to figure it out yet. The instructions are way to small and faint to read. Plus not clear enough for me to follow.
