I bought two pairs of shoes for my son. I used the chart measurements provided as my son is larger than most 3 year olds. I ordered a size larger than his measurements and when I received the shoes they were still a bit snug on him. Sending them back for an exchange was incredibly simple and the new pair arrived very quickly. for reference, My son is 3 yrs old and his foot measures a 7.5. I originally ordered 8.5 which were tight as he has wide feet also. He wears a 9.5 comfortably. my advice would be if your child has wide feet or order another size up as these shoes run a bit narrow.
