I ordered the Christmas Cheer fragrance oil to make melt & pour soap. I thought it had a wonderful aroma. Like cloves and cinnamon. However, I am confused. The IFRA sheet said it was soap safe at 4.3% but the description stated soap safe at 0.7%. I'm wondering which one is correct.
